A Data Advantage for UEDA Members – the Regional Economic Data Toolkit

University economic development leaders are increasingly expected to quantify their region’s competitiveness with precision. Whether you are supporting talent attraction and retention, advising institutional leadership, or aligning with regional partners, the question is the same: how does your community truly compare?

What is the Regional Economic Data Toolkit?

The C2ER Regional Economic Data Toolkit (REDT) brings together four unique datasets designed to help researchers better understand regional economies’ economic development policies and their impact in the United States. These include current and historical Cost of Living Index (COLI) data, going back to 1990, as well as to the State Business Incentives Database, the State Business Expenditures Database, and the Talent and Industry Mix Index (TIMI). The REDT serves as a one-stop shop to access one or more of these resources in an accessible format for students and faculty alike.

As a subscriber, you will have access to:

  • The Quarterly Cost of Living Index (COLI)
Benchmark local and regional affordability using one of the nation’s longest-running comparative datasets.
  • The Annual County, Metro, and State-Level Index
Support regional and interstate cost of living comparisons with broader geographic coverage.
  • Average prices of 60 goods and services since 1990
Conduct longitudinal analysis on inflation, affordability, and household cost pressures.
  • State Business Incentives Database
Explore how incentives vary across states and influence regional economic strategy.
  • State Economic Development Expenditures Database
Examine historical state government investments in economic development programs from 2007-2023.
  • Talent and Industry Mix Index
Support research into resilience, sector concentration, and regional economic structure.

Why It Matters

This is not just access to data.
It is access to better decisions, stronger research, and clearer regional positioning.

These regional datasets benefit…
