We know your summer will be busy, especially now that two new federal opportunities have come out that may involve key leaders at your institution in supporting AI as a vehicle for economic development.
So, before the out-of-office replies kick in, here is a quick read on both. One builds statewide AI capacity, while the other trains workers for AI-driven jobs. Both reward universities that do what UEDA members do best: convene the right partners and make things happen.
NSF TechAccess: AI-Ready America (NSF 26-508)
The National Science Foundation posted this one on March 25, 2026. It funds State/Territory Coordination Hubs – the anchor organizations that pull together education, workforce, industry, and government around statewide AI readiness (NSF, 2026a; NSF, 2026b).
If your office already plays connector for your region, this role will feel familiar.
- Awards: Up to 56 hubs, one per state, the District of Columbia, or territory.
- Funding: $1 million per year for three years, with a possible fourth.
- Rounds: 10 hubs in round one, 20 in round two, the rest in round three.
- Limit: One Coordination Hub proposal per institution.
- Round 1 dates: Letters of intent due June 16, 2026; full proposals due July 16, 2026 (NSF, 2026b).
This is a team sport across agencies, as NSF leads alongside USDA NIFA, the Department of Labor, and the Small Business Administration (NSF, 2026b).
Why UEDA members should care: A hub is a coordination role, not a research grant – which is good news for the engagement and outreach side of the house. NSF will weigh statewide vision and the capacity to convene at scale (Granted AI, 2026a). Land-grant institutions, state systems, and campuses with EPSCoR, NSF Regional Innovation Engines, or AI Institute experience start a step ahead. One catch: with one proposal per institution and likely one hub per state, you do not want two offices on your own campus racing each other. If you haven’t already started internal and statewide conversations, you may be too late. Round one rewards the quick.
Gut-check: If your office already convenes statewide partners and can credibly speak for your campus, you are a fit. If three units would each like to lead, settle that before June 16.
EDA AI Upskill Accelerator Pilot Program
The U.S. Economic Development Administration announced this pilot on May 11, 2026. It puts roughly $25 million toward upskilling workers in AI. It runs as an addendum to EDA’s FY23/24/25 PWEAA NOFO, under Economic Adjustment Assistance authority (EDA, 2026a; EDA, 2026b).
The design rewards employer-led coalitions – again, right in the university economic developer’s wheelhouse.
- Awards: 5 to 8 grants, $1 million to $8 million each.
- Duration: 24 to 36 months, with training launched within a year of award.
- Match: Federal share capped at 60%, so plan for roughly 40% on your end.
- Eligible leads: Institutions of higher education and consortia, plus nonprofits and associations acting with a political subdivision, among others (Capitol Funding Solutions, 2026).
- Due date: July 10, 2026
Applicants must meet all four of EDA’s “Special Need” criteria. The focus industry must anchor the regional economy. Employers must already use AI, and that AI must matter to future competitiveness. A documented training need must also exist among the employer partners (Capitol Funding Solutions, 2026).
Why UEDA members should care: This is a coalition grant, not a curriculum grant. EDA wants industry-led sectoral partnerships delivering job-ready AI skills, not introductory literacy (EDA, 2026b; Granted AI, 2026b). Your campus can lead, but the application has to read as employer strategy with training attached, not a course catalog with employers in the appendix. Bring your workforce board, your employers, and your training partners to the table early, and let them shape the ask.
Gut-check: If you can name the industry, the employers, and the AI skill gap today, you are a fit. If you would still need to go find the employers, you may be too late.
The Bigger Picture
Both NOFOs reflect a federal pivot toward AI adoption and workforce readiness under the national AI Action Plan (SSTI, 2026). They fit together nicely, as NSF builds the statewide coordination layer, while EDA funds targeted, employer-driven training inside a specific industry. A campus could reasonably pursue one, the other, or position for both.
This is the work UEDA members already do – convening, training, and measuring outcomes – now with federal dollars attached and AI as the headline. Universities sit right at the intersection these agencies are funding.
The only real enemy is the calendar, as both have upcoming deadlines. Map your partners, sort out who leads on your campus, and you will be ready to move.
